Abstract

Public library services play an important role in improving literacy and the quality of human resources. The Government of Bekasi City established Bekasi Mayor Regulation Number 21 of 2021 as a guideline for the implementation of regional public library services. This study aims to analyze the implementation of this policy at the Regional Archives and Library Office of Bekasi City. The study employs George C. Edward III’s policy implementation theory, which includes the variables of communication, resources, implementers’ disposition, and bureaucratic structure. The research method used is qualitative with a descriptive approach through interviews, observation, and documentation. The results show that the implementation of Mayor Regulation Number 21 of 2021 concerning Regional Public Library Services has not been optimal due to limitations in all four variables, namely ineffective communication, limited resources, implementers’ disposition that has not been fully supportive, and weak coordination within the bureaucratic structure. In conclusion, strengthening all implementation variables is necessary to ensure that public library service policies can be implemented more effectively and sustainably.
