Abstract

Digital Population Identity is an Electronic Identity Card in digital form which contains electronic information which is used to reflect population documents in the smart device (smartphone) application. This is stated in the Minister of Home Affairs Regulation (Permendagri) No 72 of 2022 Article 13 paragraph 2 concerning standards and specifications for hardware, software and KTP-EL blanks, as well as the implementation of Digital Population Identity. In support of the innovation program provided by the Director General of Dukcapil, Ministry of Home Affairs, the Bekasi City Population and Civil Registration Service has issued a regional derivative program related to transmitting Electronic KTPs, namely "Pelanduk Berhornuk" which means Population Digital Identity Based Admin Service. The Population Service is targeting 25% or as many as 450,000 Bekasi City residents to activate Digital Population Identity. However, in its implementation, Digital KTP users in Bekasi City only reached 47,001, so this shows that the Bekasi City Population and Civil Registration Service has not met the given activation target. The research method used is qualitative research with data processing results using data collection techniques through direct interviews, documentation and observation. In this research, the theory of e-Government implementation (Indrajit et al., 2005) is used. This theory consists of indicators such as: Content Development, Competency Building, Connectivity, Cyber Laws, Citizen Interfaces, and Capital. The research results show that the implementation of the Horned Pelanduk program in creating Digital Population Identity is in accordance with several component indicators of e-Government implementation. However, in terms of outreach to ordinary people, it is still considered lacking and the use of Digital Population Identity in public services is also not evenly distributed so that people still think that Digital Population Identity is not very influential.
