Abstract

This study examines the "Strategy of the Bekasi Regency Tourism Office in developing (HR) tourism actors at the Kawung Tilu Bojong Rangkas tourist destination, Cipayung Village, East Cikarang District". This research uses qualitative research methods with a descriptive analysis approach with primary and secondary data sources and acquisition techniques the data were conducted using an interview guideline instrument. The theory used in this study was James Brian Quinn's strategy theory (in Mintzberg, Lampel, Quinn, Ghoshal, 2003) which stated that an effective strategy contains three important elements, namely strategy as the goal of the results of the strategy indicators as the objectives in implementing the two sub-indicators have not been maximized from the aspect of socialization, the scale that is carried out is still wide and at the coordination meeting as a whole it is still not specific to each of the tourist destinations. optimal but needs to be carried out directly in each destination and there are regulations that become a reference in its development that are well regulated, it's just that it needs to be spelled out in the form of technical guidelines (Juknis) and implementation instructions (Juklak), and strategy as a program has aspects of planning meetings that have been carried out optimal but it is also necessary in the implementation of the planning meeting to involve several people who have special abilities in terms of developing tourism human resources.
