Abstract

Public services in the legal sector are part of the fulfillment of citizens’ rights as regulated in Law Number 25 of 2009 on Public Services. This study aims to analyze the implementation of Law Number 25 of 2009 in handling divorce cases at the Bekasi City Religious Court, identify the inhibiting factors, and examine the efforts undertaken to overcome these obstacles. This research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving court officials and justice seekers. The analysis is based on George C. Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of public services in handling divorce cases at the Bekasi City Religious Court has not been optimal, as reflected in service delays, irregularities in the queuing system, and limited facilities and infrastructure. The main inhibiting factors include limited human resources and a high volume of cases. Efforts to improve service quality include enhancing the capacity of personnel, utilizing information technology, and improving service facilities.
