Abstract

Corruption is a major problem in Indonesia that has a broad impact on the economic, social, and political sectors. One form of corruption that often occurs is gratification received by public officials, which can be a gateway for criminal acts of corruption. To overcome this, the Corruption Eradication Commission (KPK) developed an online gratification reporting application as an effort to increase transparency and public accountability in government agencies. This application was launched with the aim of simplifying the gratification reporting process so that it can accelerate the increase in integrity and public trust in state administrators. This study aims to analyze the innovation implemented by the KPK in increasing public accountability through the development and implementation of an online gratification reporting application in government agencies. This study uses a constructivism paradigm with a qualitative approach and case study design. Data collection techniques are carried out through observation, in-depth interviews, literature studies, and documentation. Informants were selected using purposive sampling techniques. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The location of the research was conducted at the Corruption Eradication Commission of the Republic of Indonesia. The results of the study indicate that the KPK's innovation through the development of an online gratification reporting application is a strategic step in strengthening public accountability. This application has been proven to facilitate the reporting process and accelerate follow-up on gratification reports. However, in its implementation, various challenges are still found, such as low digital literacy, lack of even socialization across all government agencies, and doubts from reporters regarding guarantees of data and identity protection. In general, stakeholder perceptions of this application tend to be positive, because it is considered capable of increasing transparency and building a culture of integrity in government bureaucracy.
