Abstract

Corruption is a major obstacle in the development of a country, including Indonesia. One of the initial forms of corruption is gratification, namely the giving of gifts to state officials or State Civil Apparatus (ASN). To overcome this, the Corruption Eradication Commission (KPK) issued Regulation Number 2 of 2019 concerning gratification reporting. This study aims to 1) analyze the implementation of the Corruption Eradication Commission policy number 2 of 2019 concerning gratification reporting in efforts to eradicate corruption, 2) analyze the effectiveness of the gratification reporting policy at the Corruption Eradication Commission, and 3) analyze stakeholder perceptions of gratification reporting at the Corruption Eradication Commission. This study uses a qualitative research method, with a case study research design. The data acquisition techniques used are observation, in-depth interviews, and documentation. The sampling technique used is the purposive sampling technique. The data analysis techniques used are data reduction, data presentation, and drawing conclusions. The results of the study indicate that the gratification reporting policy has been implemented formally in various agencies, but its effectiveness is still limited. Socialization has been carried out, but is constrained by geographical factors, human resources, and one-way communication. Stakeholder perceptions show that although the reporting system is available, culture and individual character are still major challenges. Evaluations show progress in the system and education, but implementation has not touched the root of the problem as a whole.
