Abstract

Unemployment is a complex problem that is interrelated with various factors, including for people with disabilities. Until now, the government has not been fully able to resolve it, both at the national and regional levels. In Bekasi Regency, the unemployment rate has been high in the last three years. This reflects a major challenge in absorbing labor, especially for people with disabilities. This study aims to analyze the strategy of the Bekasi Regency Manpower Office in increasing employment opportunities for people with disabilities. The method used in this study is qualitative descriptive analysis, with a constructivism paradigm and case study research design, data collection techniques carried out by interview, observation and literature study. The informants in this study were the Head of the Bekasi Regency Manpower Office, Stakeholders, and People with Disabilities. The selection of informants in this study was determined based on the purposive sampling technique. The data analysis techniques used include: 1) Data collection, 2) Data reduction, 3) Data presentation, and 4) Drawing conclusions or verification. The location of the study was at the Bekasi Regency Manpower Office. The results of the study indicate that the Bekasi Regency Manpower Office's strategy in increasing employment opportunities for people with disabilities has not been running optimally. Formal commitments to create employment inclusivity already exist, but their implementation has not been fully based on the specific needs of disability groups. Training programs have not reached all types of obstacles and there is minimal follow-up assistance. The strategies implemented are still normative and not responsive to conditions in the field. Therefore, strengthening inclusive, adaptive, and collaborative policies is needed so that access to work can be realized in a fair and sustainable manner.
