Abstract

ABSTRAK EFEKTIVITAS PELAKSANAAN E-KTP DI KANTOR CAMAT PONDOK MELATI KOTA BEKASI Aswan Azhari Sopiandi email : aswanazharisopiandi@gmail.com Program e-KTP dalam bidang administrasi kependudukan terkait dengan program pelayanan KTP Elektronik di Kantor Camat Pondok Melati Kota Bekasi, yang akan memaksimalkan program e-KTP dan memberikan pelayanan dengan sebaik-baiknya agar program e-KTP tersebut dapat tercapai sesuai dengan target kebijakan. Keberhasilan dalam menerapkan prosedur pelayanan tersebut dapat ditentukan oleh beberapa faktor diantaranya kemampuan pemerintah dalam meningkatkan disiplin kerja. Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan e-KTP yang terdapat di Kantor Camat Pondok Melati Kota Bekasi dan untuk mengetahui hambatan apa yang dihadapi di Kecamatan Pondok Melati Kota Bekasi, dan upaya apa yang dilakukan untuk mengatasi hambatan tersebut. Jenis penelitian ini menggunakan metode pendekatan penelitian deskriptif kualitatif untuk memahami sebuah fenomena yang sedang dikaji. Adapun teknik pengumpulan data kualitatif yang dilakukan oleh penulis yakni dengan observasi, wawancara, dan dokumentasi, dengan menggunakan informan sebagai pemberi informasi dalam wawancara. Hasil penelitian ini menunjukkan bahwa efektifitas pelaksanaan e-KTP di Kantor Camat Pondok Melati Kota Bekasi belum tercapai, dengan melihat dari pengukuran terhadap tingkat kemampuan suatu organisasi untuk mengadakan sosialisasi, pengembangan konsensus dan komunikasi dengan berbagai macam organisasi lainnya. Integrasi menyangkut proses sosialisai, serta kemampuan organisasi untuk menyesuaikan diri dengan lingkungannya. Dalam hal pencapaian tujuan akhir berupa kurun waktu dan sasaran yang merupakan target kongkrit masih belum tercapai ini terbukti dari masih belum tercapainya target pelaksanaan perekaman data dan blangko e-KTP masih kekurangan dari Dinas Kependudukan dan Pencatatan Sipil. Disimpulkan bahwa pelaksanaan kebijakan program e-KTP dalam pelaksanaan perekaman data di Kecamatan Pondok Melati Kota Bekasi efektivitas belum tercapai seiring dengan masih banyaknya masyarakat yang belum melakukan perekaman data sekitar 205.230 jiwa. The success in implementing the service procedure can be determined by several factors including the government's ability to improve work discipline. This study aims to analyze the effectiveness of the implementation of e-KTP program policies contained in the District of Pondok Melati, Bekasi City and to determine what obstacles are faced by the Department of Population and Civil Registration in the District of Pondok Melati, Bekasi City, and what efforts are made to overcome these obstacles. This type of research uses a qualitative descriptive research approach to understand a phenomenon that is being studied. The qualitative data collection techniques carried out by the author are by observation, interview, and documentation, using informants as providers of information in interviews. The results of this study indicate that the effectiveness of e-KTP program policy implementation in Pondok Melati Sub-District, Bekasi City, effectiveness has not been achieved, by looking at the measurement of the level of an organization's ability to conduct socialization, consensus development and communication with various other organizations. Integration concerns the process of socialization, as well as the organization's ability to adjust to its environment. In terms of achieving the final goal in the form of a timeframe and targets that are concrete targets, this has not yet been achieved as evidenced by the fact that the targets for implementing the data recording and blank e-KTP are still lacking from the Department of Population and Civil Registration. It was concluded that the implementation of e-KTP program policies in the implementation of data recording in Pondok Melati District, Bekasi City, the effectiveness had not been achieved along with the large number of people who had not yet recorded data of around 205,230 people.
