Abstract

This study discusses the Implementation of Bekasi Regency Regent Regulation Number 40 of 2018 Concerning Guidelines for Social Welfare Services for People with Neglect Problems by the Social Rehabilitation Division of the Bekasi Regency Social Service (Case Study of Neglected Children). The purpose of this study is to determine the role of the social service in the social, mental, and spiritual aspects of neglected children in child welfare institutions in Bekasi Regency and what obstacles are faced by the Bekasi Regency Social Service in providing guidance to neglected children. This research was conducted in Bekasi Regency, especially the Bekasi Regency Social Service and Child Welfare Institutions. This study uses a qualitative method. The data sources used in this study are primary data and secondary data. Primary data is data obtained through direct observation in the field through observation and interviews. While secondary data is data obtained from documentation. Data collection through interviews, observations, and documentation. Furthermore, the collected data is processed and analyzed according to the existing problems. The results of this study indicate that 1) The role of the Social Service in fostering social aspects, mental aspects, and spiritual aspects can be said to have been partially implemented, one of which is the social aspect by providing social services to neglected children, recording data, filing in order to send neglected children to foundations, and providing social support to neglected children. However, in contrast to the role of the Social Service in the social and spiritual aspects, it has not been implemented properly because there is no guidance provided by the Social Service regarding these two aspects. 2) Lack of human resources from the Social Service, lack of primary facilities and infrastructure to carry out guidance, lack of budget funds, lack of public awareness, and poor communication.
