Abstract

ABSTRACT Openness of public information is an important aspect in realizing good governance and an integral part of democracy that respects freedom and human rights. Openness of Public Information provides a legal basis for the public to obtain the information they need from public bodies, as well as to participate in and supervise state administration. In an effort to encourage openness of public information, the Bekasi City Government has implemented Law Number 14 of 2008 and formed a derivative regulation, namely Bekasi City Regional Regulation Number 18 of 2009 concerning Openness of Public Information in the Administration of Bekasi City. The aim of this research is to analyze the implementation of the Public Information Openness Policy and Stakeholder perceptions in applying the principles of good governance in the management of the Bekasi City Government's website and social media. Researchers use a constructivism paradigm with qualitative research methods accompanied by a case study research approach. The data collection techniques include: observation, in-depth interviews, literature study, and documentation. The results of this research show that the implementation of the public information openness policy in Bekasi City has gone well and effectively by realizing the principles of good governance. Information openness is measured through ease of access and community participation, which is considered quite active, although there are challenges in equal access to information for groups less accessible to technology.
