Abstract

Human resource development by applying Good Government principles can produce human resources whose abilities, knowledge, actions, thoughts, skills, understanding, attitudes, morals, relationships, and motivation can be influenced by the application of Good Government principles. Human resources form a key element of intellectual capital, an intangible asset, owned by the organization. Some measurable basic characteristics of human resources, such as training programs, certificates, experience, abilities, and recruitment processes, can contribute to improving company performance. This research uses a qualitative descriptive research method to describe or illustrate human resource development through the application of Good Government principles. Data acquisition was done through interview and documentation techniques. The subject of this research is the bureaucracy that implements, runs and fosters and organizes competency-based education and training of State Civil Apparatus Employees. The results show that applying Good Government principles can strengthen the capacity and quality of human resources in the public sector, create a transparent and accountable training environment, and increase public trust in the government. Human resource development requires a clear vision and policy framework, as well as investment in infrastructure and quality training programs. The Center for Program and Policy Development of State Civil Apparatus Competencies places Good Government principles as a priority in human resource development by emphasizing collaboration between the private sector, public institutions, and Non-governmental organizations. Efficiency is also a key focus, with the goal of optimal budget utilization.
