Abstract

This research is entitled The Role of District Government in Implementing Corporate Social Responsibility in Community Empowerment Programs in Medan Satria District, Bekasi City. The method used is a qualitative research method. Data collection was carried out using interview, observation and documentation guidelines. The results of this research are overall, using the theory of Horeopoetri et al. (2003:45) which consists of 5 (five) indicators. Overall the indicator results show : Role as a policy; sub-indicator (1) Corporate Social Responsibility Policy is an obligation for companies carrying out their business activities; (2) The community around the company is helped by the company's social responsibility program; b) Role as a strategy; subindicator (1) Collaborative efforts between the government and private companies are very important, so that it can be achieved by having good relations between the sub-district and the company; (2) For companies, the contribution of Corporate Social Responsibility includes the use of local workers, empowering communities around the company in managing environmental cleanliness, in the health sector such as blood donation, mass circumcision, provision of clean water and public health services. Apart from that, it concerns economic growth and social for the region and in the community around the company; (3) Community expectations related to corporate social responsibility, including driving community economic potential: providing capital, empowering UMKM, and being a foster father for the development of other economic businesses; c) Role as a communication tool; sub-indicator (1) The role of the government, in this case the subdistrict, is to facilitate communication patterns between companies and the community through weekly meetings; (2) The company opens opportunities and collaborates with regional and sub-district governments to involve the community in community empowerment programs in Medan Satria District, Bekasi City; (3) The community is protected by the sub-district through facilitating communication with surrounding companies through a coordination meeting program at both the sub-district and sub-district levels in Medan Satria District, Bekasi City; d) Role as a dispute resolution tool; sub indicators (1) There are meetings with the company but not regularly, only once a few months for evaluation; (2) Become a mediator in every problem between the sub-district, the community and the company; e) Role as therapy; sub-indicator (1) There is a reciprocal relationship between the sub-district government and the company. Barriers to research include the following: (1) Lack of community involvement; (2) Limited resources; (3) Unclear goals and strategies; (4) Lack of coordination with related parties; (5) Changes in policies and regulations; (6) Weak evaluation and monitoring; (7) Internal company problems. Furthermore, strategies for overcoming obstacles to corporate social responsibility are as follows: (1) Regulations and policies; (2) Collaboration and partnerships; (3) Increasing awareness and education; (4) Monitoring and evaluation; (5) Capacity development; (6) Building supporting infrastructure; (7) Encouraging transparency and accountability; (8) Research and development.
