Abstract

This thesis research aims to determine the role of the village head in development in Babelan Village, Babelan District, Bekasi Regency, as well as what obstacles are experienced and also to find out what efforts have been made to overcome these obstacles. The research methodology used is a qualitative method. Analysis and data collection techniques are studied through literature study, observation, interviews, questionnaires and documentation. This research uses Rivai's Theory (2013: 129) with 4 indicators, namely: Coordination, Decision Making, communication, and Attention to subordinates. Based on the results of research on the Role of Village Heads in Development in Babelan Village, Babelan District, Bekasi Regency, overall the four indicators above show a figure of 70% (Good Category) with the following details: (1) The Coordination Indicator shows a result of around 74.8 % (Good Category); (2) Decision Making Indicators show results of around 74% (Good Category); (3) Communication indicators show a figure of 74.4% (Good Category); (4) Attention to Subordinates shows a figure of 61.6% (Quite Good Category). However, there are several obstacles faced, namely: (1) The lack of ability and insight in the village is very minimal; (2) Lack of communication in development program activities, and the role of the community also needs to be included; (3) Lack of socialization carried out in the implementation of development to encourage the community to participate. Apart from that, the efforts made are: (1) Coordinating with staff to carry out training to increase knowledge and insight in order to create sustainable development programs; (2) Prepare and plan proposed programs that are targets for village development activities; (3) Facilities and infrastructure related to development are very important to be repaired for the implementation of development.
