Abstract

Information technology must be implemented in the central government or local government, electronic information technology is expected to make the planning system more effective, efficient and accountable. The purpose of the study was to analyze the implementation of the information system and program evaluation (SIREVA) at the State Administration Agency (LAN), to analyze SIREVA's ability to realize Good Governance. This research is a qualitative research method. The research paradigm is constructivism. This study uses a case study research design. Data acquisition techniques are through interviews, observations, literature studies and documentation studies by taking from websites, legal products, and in-depth interviews. The results of this study indicate SIREVA has an affected interest contained in the Regulation of the Head of LAN. The types of benefits of SIREVA are increased participation, increased mechanisms, availability of databases. The level of change created by SIREVA is to facilitate the planning process, revision process, evaluation process and archiving. The location of decision making in SIREVA is in the Administrative Office. The SIREVA program implementers are the Planning and Finance Bureau, the Central Management Team. The resources used in SIREVA are those who control the development of SIREVA. LAN characteristics are in line with SIREVA implementation, namely realizing world class government and evidence-based policies. In the implementation of SIREVA, the manager understands the meaning and purpose of creating SIREVA, the Manager carries out planning and program revisions in accordance with the Regulations of the Head of LAN. Participation in SIREVA are, Planning and Finance Bureau, Development Team, Administrative Position. Transparency in SIREVA is seen from all units able to monitor and complete program planning, revision and evaluation through SIREVA. After SIREVA is in place, the planning process has gone through the SIREVA application which makes the planning process more effective, efficient and the availability of a database related to planning, revision and evaluation that facilitates the accountability process.
