Abstract

This research aims to find out and analyze how Effectiveness of the Application of Bekasi Attendance is Integrated System Management (BISMA) in Improving the Discipline of the State Civil Apparatus at the Office of Small and Medium Enterprises Cooperatives in Bekasi Regency. In this study using a qualitative descriptive analytical method. The collection of research data used questionnaires and in-depth interviews with informants, namely parties related to the use of the BISMA application. The result of this research is the Effectiveness of Bekasi Attendance Application Integrated System Management (BISMA) seen from the indicators of Effectiveness including (1) Results of the Clarity of Purpose Indicators are in the good category (average answer score of 76.00 or 73.08%); (2) The results of the Indicators for Clarity of Strategy for the Achievement of Goals are good (average answer score is 79.67 or 76.60%); (3) Result Indicators The process of analyzing and formulating solid policies is good (average answer score is 78.33 or 75.32%); (4) The results of indicators of careful planning are good (average answer score is 78.00 or 75.00%); (5) Result Indicators Program preparation is good (average answer score is 75.50 or 72.60%); (6) Result Indicators Availability of facilities and infrastructure is good (average answer score 73.00 or 70.19%); (7) The result of effective and efficient implementation indicators is good (average answer score is 79.00 or 75.96%); and (8) Result Indicator Monitoring and control system is good (average answer score 73.67 or 70.83%). A sample of 26 people uses Saturated Sampling if the population is relatively small, less than 30 people. The obstacles faced by the Office of Cooperatives for Small and Medium Enterprises of Bekasi Regency are the facilities and infrastructure on the internet network which must be improved in assisting the use of the BISMA application as well as increasing monitoring and evaluation, one of which is the socialization of using the BISMA application.
