Abstract
Research is backgrounded by learning outcomes in civics subjects of elementary school students are still low, it can be seen from the monotonous learning process still using conventional models that are only dominated by teachers by explaining the material and have not been creative and innovative to students. The purpose of this study was to determine the application of the Snowball Throwing model to learning outcomes in civics subjects of elementary school students. This research method is systematic literature review (SLR), which identifies and assesses all findings on a research topic. The data source used by this study is in the form of a research journal published in the last 10 years, the research study discusses the Snowball Throwing model and its effect on civics learning outcomes of elementary school students. The results of the study based on the analysis of thirteen journals of Classroom Action Research (PTK) the application of the Snowball Throwing model is very effective on learning outcomes in civics subjects of elementary school students both in the lower grades and in the high grades. This is evidenced from the results of previous reference studies, discussion of learning outcome problems, steps and results of applying the Snowball Throwing model as well as constraints and solutions for applying the Snowball Throwing model in low and high grades. Civics learning outcomes of elementary school students have increased after conducting Teaching and Learning Activities (KBM) using the Snowball Throwing model, in addition to being able to improve learning outcomes this model affects the results of student activities during civics learning using the Snowball Throwing model, indicators of cognitive and affective realm learning outcomes are achieved in the application of the Snowball Throwing model. Researchers gave recommendations in the application of the Snowball Throwing model in low and high grades of elementary schools teachers have careful planning, socialize and demolish the model to students, use steps as in general, heterogeneous group division, and teachers always guide, motivate, give appreciation to students when KBM uses the Snowball Throwing model so that it can be effective and run well
