Abstract
This thesis research began with the Policy Implementation of the Minister of Education and Culture Regulation Number 10 of 2020 concerning the Smart Indonesia Program at the Bekasi District Education Office. The research methodology used is a qualitative method. Analysis and data collection techniques were studied through observation, documentation studies, interviews and distributing questionnaires to respondents. This study uses the theory of George C. Edward III (1980; quoted by Tachjan, 2006:56-57) that policy implementation is influenced by four variables, namely: Communication, Resources, Disposition, and Bureaucratic Structure. Based on the results of research on the implementation of Minister of Education and Culture Regulation Number 10 of 2020 concerning the Smart Indonesia Program at the Bekasi District Education Office as a whole, the four indicators above show a figure of 77.2% (good category), with the following details: (1) Indicator Communication shows a result of around 86.6% (Very good category); (2) Resource Indicator shows around 77% (Good Category); (3) Disposition Indicator shows 78.75% (Good Category); (4) Bureaucratic Structure Indicator shows 66.1% (Fairly Good Category). However, there are several obstacles that are faced, namely: (1) Coordination between the Education Office between Education Units and Channeling Banks is still not optimal; (2) Limited budget and inadequate number of employees; (3) Lack of public space to convey the aspirations and complaints of the people. The strategies implemented by the Education Office include: (1) Improving coordination with stakeholders involved in managing the Smart Indonesia Program; (2) Maximizing through digital and information technology; (3) Opening public space for community aspirations and complaints through gradual communication and coordination.
