Abstract
This research focuses on analyzes strategy undertaken by the Human Resource Development Agency of DKI Jakarta province in the implementation of competency development of State Civil apparatus through the process of Education & Training (Training). the focus of this research is to analyze the strategic planning of the DKI Jakarta Provincial Human Resources Development Agency in carrying out Competency Development, analyzing the functions and tasks of BPSDM in carrying out the apparatus Competency Development program through training according to PP number 17 of 2020. analyzing the performance achievements of the BPSDM strategy of DKI Jakarta province through Performance Appraisal indicators. This study applies qualitative methods with Case Study research design. Sources of data obtained through observation, in-depth interviews with informants and literature studies. The results showed that the strategy used BPSDM in facing the task of implementation using intensification strategy is to improve the quality of human resources internal employees starting from staff to teachers, improve facilities and infrastructure that meet the standards, and improve services to the apparatus, in addition, an extensification strategy is also applied, namely by conducting a more detailed and detailed assessment of resources and especially the construction of infrastructure and recovery facilities that are still in the repair period and establishing better cooperation and coordination between local governments in this case BPSDM DKI Jakarta province as SKPD related to the central government related to the development of apparatus resources. This strategy is answered through organizational achievements with the award of accreditation certificate A for 4 training programs provided by the State Administration institution through the Financial Education & Training Agency, as for recommendations for BPSDM DKI Jakarta and the Provincial Government of DKI Jakarta in the coming work period to focus on the selection of facilities and infrastructure supporting education and training activities and digital transformation in supporting the focus of thematic bureaucratic reform launched by the Ministry of Administrative Reform and Bureaucratic Reform.
