Abstract

THE ROLE OF THE SUB-DISTRICT HEAD IN THE DEVELOPMENT OF VILLAGE HEADS IN SUKAWANGI SUBDISTRICT, BEKASI REGENCY Gunawan Government Science Study Program, Faculty of Social and Political Sciences Islamic University 45 Bekasi Email: Gunawanncuy@gmail.com ABSTRACT This research is motivated by the results of observations made by the author that the guidance carried out by the sub-district head on the village head is not optimal and this results in the performance of the apparatus in Sukawangi District, Bekasi Regency, not being able to provide good service. The purpose of this study is to find out and examine the role of the Sub-District in fostering Village Heads in Sukawangi District, Bekasi Regency, to find out the factors that become obstacles in the development of Village Heads by sub-districts in Sukawangi District, Bekasi Regency and to find out what efforts are being made to overcome obstacles in the development of Village Heads by sub-districts in Sukawangi District, Bekasi Regency. In discussing the problem, using the theory proposed by Miftah Thoha (2002: 185) Includes, (1) Planning and long-term, (2) Organization as a whole, (3) Managed, (4) Effectiveness and health of the Organization, (5) Planning Interventions, (6) Knowledge of Behavioral Sciences. This research uses descriptive analysis research methods, with data collection techniques through observation, and interviews. The population is the apparatus of Sukawangi Subdistrict, Lurah and Village Head in Sukawangi District. The results showed that the role of the sub-district head in the development of village heads in Sukawangi District, Bekasi Regency, judging from the coaching indicators was quite good. This means that the role of the Sub-District Head in the development of the Village Head in Sukawangi District plays a very good role where the Sukawangi Sub-District in fostering the Village Head of Bekasi Regency in accordance with his duties and functions. These results are obtained from: Planning and long-term indicators achieve good results, Indicators of the organization as a whole are said to be running very well, Indicators are managed to achieve excellent results, Indicators of effectiveness and health of the organization achieve excellent results, Indicators of Interventions that plan to achieve excellent results and Indicators of Knowledge of behavioral science achieve excellent results. Although in general it has been good, there are several obstacles faced, including: the lack of participation of the Village Head in attending the minggon meeting, the level of discipline of the apparatus that has not been good. The efforts made by the Sub-District Head to improve the performance of government officials in Sukawangi District, Bekasi Regency, are by further increasing the participation of village heads in attending minggon meetings and providing reprimands or sanctions for village heads who do not attend minggon meetings, and making regulations regarding guidance to government officials.
