Abstract

Abstract In the current era of globalization, information technology has become part of everyday life, including in Indonesia which is experiencing the Industrial Revolution 4.0. The public wants Good Governance to ensure effective, efficient, transparent, and accountable government. The implementation of Good Governance enables better and more responsive public services, and promotes transparency and accountability in government decision-making. In this context, the Indonesian government is trying to improve public services through digitalization, including through the implementation of Digital Population Identity (IKD) as an effort to increase the efficiency and security of public services. The purpose of this study is to analyze the implementation of Good Governance principles, as well as the use of technology such as IKD, can improve the quality and accessibility of public services at the local level, with a case study at the Bekasi City Population and Civil Registration Service. The research method used is a qualitative method. Data collection techniques and in-depth interviews, documentation, and observation. Data analysis techniques using Open Coding, Axial Coding, Selective Coding. The results of the study show an increase in the quality of public services. The Population and Civil Registration Service of Bekasi City has implemented the principles of Good Governance well, as reflected in the existence of adequate infrastructure, information transparency, and accountability. The Digital Population Identity Application has succeeded in increasing the efficiency and accessibility of services, as well as supporting the achievement of national targets. Social media has proven to be an effective communication channel in reaching the community. However, there is still room for improvement, such as improving infrastructure, developing features, and supporting vulnerable groups.
