Abstract

The creation of an integrated electronic government system (E-Government) is an integral part of the Regional Government program to accelerate bureaucratic reform, with the aim of improving global governance standards. The close relationship between the development of world information and communication technology (ICT) and the E-Government concept has caused the City of Bogor to launch a service and complaints application called SiBadra in implementing Smart City. SiBadra, an abbreviation for Information System for Sharing Complaints and Suggestions, is an application created by the Bogor City Government to serve complaints and suggestions from the community. This research aims to analyze how E-Government development can support Bogor as a Smart City through the SiBadra application. Researchers use a constructivism paradigm with qualitative research methods and a case study approach. Data collection techniques include observation, in-depth interviews, literature study, and documentation. The research results show that the Bogor City Government has succeeded in improving electronic-based government services in its area, bringing sustainable improvements to Bogor's environment. Even though the SiBadra application provides benefits to society, there are still several problems that need to be overcome, such as difficulties in conveying aspirations appropriately and appropriately. Budget constraints are one of the challenges in socializing the Smart City program, while the quality of human resources in services in Bogor City is still inadequate. The lack of information received by the public also results in some of them not using the applications offered by the Bogor City Government. Therefore, the public expects improvements to the application system, especially to make access easier. Keyword: E-Government, Smart City, SiBadra
