Abstract

The presence of innovation at the Population and Civil Registration Service of Karawang Regency in electronic-based population administration services to provide services for the community in Karawang Regency in accordance with the Republic of Indonesia Home Government Regulation Number 7 of 2019 concerning "online population administration services" and the occurrence of the Covid-19 pandemic . This research aims to find out how the e-dukcapil service is implemented in the Population and Civil Registration Service of Karawang Regency along with the obstacles and efforts to overcome the problems that occur. This research uses Edward III's policy implementation theory consisting of 4 indicators, namely communication, resources, disposition and bureaucratic structure. This research uses descriptive qualitative research methods. Data collection was carried out using literature study, observation, interviews and documentation. The results of this research are that the e-dukcapil service is implemented well, from communication delivered to the community and communication between employees and their leaders, human resources are not yet adequate but have mastered the e-dukcapil service and the supporting resources are adequate, and authority is exercised well . The disposition and commitment implemented can provide a sense of satisfaction to the community and can provide fair services to the community. The bureaucratic structure related to standard operational procedures has been implemented and is in accordance with the criteria. However, there are obstacles related to limited human resources, there are no human resources available for e-dukcapil system technicians, the public does not understand e-dukcapil services and the e-dukcapil system. The efforts include assistance from other human resources, coordination, outreach and reporting regarding obstacles that occur.
