Abstract

Firefighting services are an essential part of public services that require a rapid response, transparency, accountability, and cross-sector coordination. In the Special Region of Jakarta Province, the high number of fire incidents and the complexity of urban areas demand effective, responsive, and safety-oriented firefighting services. However, various obstacles remain in its implementation, such as limited human resources, uneven distribution of fire stations, access constraints to incident locations, and suboptimal facilities and infrastructure. This study aims to analyze the implementation of good governance in the firefighting services of the Special Region of Jakarta Province, analyze the effectiveness of firefighting services, and examine stakeholder perceptions of the application of good governance principles in these services. The study uses a constructivist paradigm with qualitative methods and a case study design. Data collection techniques were carried out through observation, in-depth interviews, documentation, and triangulation. Research informants were selected using a purposive sampling technique. Data analysis was carried out through the stages of data collection, data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of good governance in the firefighting services of the Special Region of Jakarta Province has generally been running well. This is demonstrated by clear service policies, adequate staff competency, a responsive service system, effective operational communication, and adequate infrastructure. The use of information technology, public disclosure, and stakeholder involvement contribute to improving service quality. However, increasing human resource capacity, equitable distribution of service facilities, and optimizing facilities and infrastructure are also crucial.
