Abstract

This study aims to analyze the implementation of Bekasi Regency Regional Regulation Number 1 of 2021 on Education Management in Babelan District, Bekasi Regency. Using a qualitative approach within a constructivist paradigm, the study examines four indicators of policy implementation according to George C. Edwards III's theory: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews with the Head of Regional Education Coordinator, school principals, school committees, and curriculum staff. Findings indicate that the regulation's implementation has generally been carried out, yet several obstacles persist, including delays in administrative reporting due to geographical distance, inadequate infrastructure, a fixed mindset among some teachers, and misalignment of the national curriculum with local school needs. Mitigation efforts have been made through intensified communication, teacher learning communities, regular parent meetings, and the development of school-specific curricula. This study contributes to the understanding of education policy implementation at the sub-district level.
