Abstract

This research aims to analyse early warning strategies and intelligence cooperation in preventing terrorism by the Bekasi City National Unity and Politics Agency. The method used is descriptive qualitative thru interviews, observation, and documentation with government officials, security forces, and the community in relation to the community. The analysis of this research refers to the six theories of Kenneth A. Duncan, which form the basis of terrorism prevention strategies, namely: (1) Early Warning – Early Response, (2) Analytical Role of Intelligence, (3) Aiding the Allocation of Resources, (4) Warning-led Countermeasures, (5) Pre-emptive Action, and (6) Public Vigilance and Behavioral Modification. The research results indicate that terrorism prevention strategies are implemented in an integrated and collaborative manner thru a community reporting system, cross-agency coordination, and public education. However, its implementation is still hampered by limited resources, technical coordination, and suboptimal community participation. This research recommends strengthening the capacity of government officials, optimizing information technology, and increasing synergy between the government, officials, and the community to strengthen an adaptive and sustainable early warning system in Bekasi City.
