Abstract

Bekasi Regency, an industrial area in West Java Province with a population of more than three million people, faces significant challenges in waste management that has reached 600 tons per day. Based on waste generation analysis, it is estimated that the total waste produced reaches 4,107m3/day, with significant contributions from households, markets, rivers, and factories. The area of Bekasi Regency is 125,172.77 hectares divided into 15 sub-districts, with Muara Gembong Sub-district as the largest and Kedung Waringin Sub-district as the smallest. The population consists of 1.63 million men and 1.58 million women. In handling waste in Bekasi Regency, the Bekasi Regency Environmental Service Disposes and Manages waste at the Burangkeng Waste Disposal Site (TPA). This study examines the "Strategy of the Bekasi Regency Environmental Service in Waste Management at the Burangkeng Final Disposal Site (TPA), Setu District, Bekasi Regency". The method used is descriptive qualitative, data collection is done by observation, in-depth interviews, and literature studies. This study uses the strategy theory according to Wheelen and Hunger (1999:9) which consists of four indicators. The results of this study indicate that a) environmental observation indicators, the Bekasi Regency Environmental Service only conducts socialization to the Kelurahan apparatus, RT and RW, and youth organizations, and has not been intensively to the community; b) policy formulation indicators, show that the Environmental Service has a strategic plan, and technical instructions in waste management and coordination with stakeholders to manage waste at the Burangkeng TPA; c) policy implementation indicators, the Environmental Service and the Burangkeng TPA UPTD do not have a coaching and training program, because at the Burangkeng TPA, there are many scavengers who every day sort and collect waste that has a selling value which they will then usually sell to collectors; d) evaluation and control indicators, monitoring and evaluation activities are carried out once a month to assess the performance of the Burangkeng TPA UPTD together with the Bekasi Regency DLH
