Abstract

Effectiveness is the success in achieving a certain goal by an individual, group or organization, in this context effectiveness is used as a measurement of the success of achieving the goals of a government organization, the success of a program can be considered effective if the goals and objectives of the program that have been determined together have been achieved. In this study, what is meant by effectiveness is the Effectiveness of the Scholarship Program for Universities by the Kambala Village Government, Buruway District, Kaimana Regency, West Papua Province. The purpose of this study was to determine how effective the scholarship program for universities created by the Kambala Village Government is, and to identify inhibiting factors and efforts to overcome problems or obstacles to the effectiveness of the scholarship program. The research method used is a qualitative method with a descriptive approach, the theory used in this study is the theory of effectiveness according to Sutrisno which states that there are 5 indicators to assess the effectiveness of a program, namely program understanding, right on target, on time, achievement of goals, and real change. The results of this study can be concluded that the effectiveness of the scholarship program for universities by the Kambala Village Government, Buruway District, Kaimana Regency, West Papua Province as a whole can be categorized as effective, but there are still some obstacles so that it is not fully optimal. This happened because the socialization carried out was not optimal due to limited supporting tools and employee capabilities in operating the tools and delivering the socialization, so that what happened was that the community did not fully understand the intent and purpose of the scholarship, and other obstacles were the incompatibility of the time of providing the scholarship with the students' lecture schedule.
