Abstract

This research is entitled Implementation of Law Number 5 of 2017 concerning the promotion of culture in the tourism and culture department in Bekasi City. This research methodology uses qualitative methods. Data collection was carried out using interview, observation and documentation techniques with informants consisting of the head of the tourism and culture department, the head of the cultural sector, and the Traditional Arts Association (IKASENTRA). The results of the research are that the implementation of Law No. 5 of 2017 concerning the advancement of culture in the City of Bekasi, can be described as follows: (a) Measures and policy objectives, namely: 1) socialization of the policy of Law No. 5 of 2017 concerning the advancement of culture in the City of Bekasi. 2) coordination meeting on the implementation of the law on the promotion of culture at the Department level, arts and cultural organizations, as well as arts and cultural actors. (b) Resources, in this case the implementation of Law No. 5 of 2017 2017 concerning the promotion of culture in the tourism and culture department in Bekasi City, are described as follows: 1) reliable human resources in implementing cultural advancement 2) adequate budget in implementing advancement culture 3) facilities and infrastructure that support cultural advancement programs. c) Characteristics of the implementing agent, including: 1) a structured and scheduled recorded arts and culture program plan. 2) Master plan for the Promotion of Culture 3) SOPs and technical instructions for the promotion of culture. (d) The existence of tendencies (dispositions) of the actors including: 1) coordination of the Department with cultural organizations and arts and culture actors. 2) monitoring and evaluation of cultural promotion implementers 3) regional policies regarding cultural advancement (e) Communication between organizations and implementing activities, consisting of 1) information media about cultural advancement activities (website, Facebook, Instagram, Twitter and so on). 2) meeting of arts and culture actors 3) coordination between arts and culture stakeholders, and (f) Socioeconomic and Political Environment, consisting of: 1) calendar of arts and culture activities in the city 2) empowerment of arts and culture in the fields of education, business and industrial world 3) Corporate Social Responsibility (CSR) programs from the business and industrial world. The obstacles faced in the implementation of Law No. 5 of 2017 concerning the promotion of culture in the tourism and culture department in Bekasi City, include: (1) Implementation of the socialization of Law Number 5 of 2017 concerning the promotion of culture which is still not optimal. (2) Budget limitations in the context of implementing cultural advancement. (3) Lack of supporting infrastructure for implementation Strategies/efforts undertaken to increase the implementation of Law No. 5 of 2017 concerning the Advancement of Culture, include (1) Strengthening Policies and Regulations (2) Increasing HR Capacity (3) Strengthening Cultural Infrastructure (4) Sustainable Funding (5) Empowering Communities and Actors Culture (6) Promotion and Publication (7) Monitoring and Evaluation Keywords: Implementation, Culture
