Abstract
Waste is a major problem for every local government in Indonesia, including DKI Jakarta. The impact of not yet optimal waste management causes a decrease in the quality of beauty and comfort of the environment as well as public health. The DKI Jakarta government in managing waste at the Bantargebang TPST/TPA has collaborated with the Bekasi city government. Of course, in the collaboration process there are negotiations, conflicts and efforts as a form of good and systematic governance. The aim of this research is to analyze the integrated waste management system in DKI Jakarta, analyze collaborative governance in integrated waste management in DKI Jakarta, and analyze public perceptions of integrated waste management in DKI Jakarta. In this research, researchers used a constructivist paradigm with qualitative descriptive methods and case study design. Data collection techniques through in-depth interviews, observation and documentation, using purposive sampling techniques. Data analysis techniques through data collection, data reduction, data presentation, and drawing conclusions. The research results show that the waste management system at Bantargebang TPST such as sanitary landfill, composting and reforestation, power house, IPAS, PLTSa, Landfill Mining, and RDF (Refused Derived Fuel) Plant has been running well, but it cannot be said to be fully effective in overcoming problems. rubbish. In collaborative governance, cooperation between the DKI Jakarta Provincial Government and the Bekasi City Government regarding the Bantargebang TPST as well as cooperation between the DKI Jakarta LH Service and PT. SBI's landfill mining and RDF Plant programs continue to run on a strong regulatory basis, clear goals, ensuring uniform understanding and commitment, as well as a structured division of roles for all parties involved in order to achieve more efficient and sustainable waste management cooperation. In implementing collaboration with PT. SBI, the roles of the parties have been clearly defined, resulting in sustainable cooperation to convert waste into RDF as an alternative fuel that is useful in cement production. Then the public perception is that the public has positive and negative views of the Bantargebang TPST.
