Abstract

The low quality of human resources for educators is a problem that is often heard at the local and national level. This is caused by the low level of education and quality of teaching staff. Teluk Bintuni Regency education, especially education in Aranday District which lives in inland areas. The Human Development Index in Teluk Bintuni Regency is in the medium category in 2022 reaching 65.27. The causes of the Human Development Index (HDI) in Teluk Bintuni Regency being in the medium category can be caused by: 1) Limited Educator Staff and 2) Lack of Teachers. This research uses qualitative research methods which use research patterns that are considered relevant to the research to be related. This data collection technique is through direct research by means of observation, interviews, and documentation. This research uses the theory of George C. Edward III (in Dedy Mulyadi: 15) which consists of four factors that influence the success or failure of policy implementation, including factors (1) communication, (2) resources, (3) disposition and (4) ) bureaucratic structure. The policies of the Education Department which are run by the Inpres Aranday Elementary School are not yet fully implemented in accordance with the qualifications of the Education Department. This can be seen from several indicators that must be achieved as well as indicators that influence the policy process. In implementing the policy to improve the quality of human resources for Aranday Presidential Primary School teaching staff in Aranday District, there has been no achievement by the Education Department because there is no program policy related to improvement.
