Abstract

This research was motivated by the idea that community participation in implementing the BSPS program in Sukamakmur Village, Sukakarya District, Bekasi Regency was not optimal when viewed from the limitations and lack of public awereness of the importance of livable housing. The purpose of this study is to find out about community participation in the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in the village Sukamakmur, Sukakarya District, Bekasi Regency. The theory used by researchers is Josef Riwu’s theory (2007: 127) community participation can occur at four levels, namely, as follows: a. Participation in the decision-making process. B. Particcipation in implementation, c. Participation in taking benefits. D. Participation in evaluation. The method to be used in this research is descriptive analysis with a qualitative approach. The author uses observation techniques, in-depth interviews and digs up basic information to the informants who are determined based on purposive sampling. The aim is to obtain the necessary information and data according to the research variables. The research result show that (1) community participation ini terms of the decision-making process has been running according to the stages of the BSPS program activities. Each beneficiary can provide suggestions, opinions and the results of the discussion at the meeting become a collective agreement. However, the socialization that is carried out is sometimes very minimal duet o the Covid-19 pandemic and people’s understanding of the importance of livable houses which do not go according to plan because some of the aid recipients and bulders sometimes do not attend meeting activities. (2) community participation in the implementation was not going well because there were some builders who did not attend the technical guidance meeting, so that the construction of the house was not in accordance with construction rules. Disbursement of shop funds and workers' wages was also slow, and minimal self-help, in the end some of the construction of houses stopped temporarily and the work was also not of high quality because they used impromptu and unprofessional builders. Often, beneficiaries take advantage of material items in their homes, even though they are used, but can still be reused. Real conditions in the field are also often found cases where beneficiaries reduce the purchase and use of iron for building construction that is not up to standard so that the construction of BSPS houses does not meet the reliability of the building. (3) Most of the community's participation in taking benefits has resulted in good benefits in the implementation of the BSPS program. This can be seen from the impact felt by the community by increasing the rotation of the economic wheel in terms of purchasing material and MSME products, absorbing labor and building livable houses. (4) Community participation in participating in the monitoring and evaluation of the BSPS program has been maximized, this can be seen by the monitoring and evaluation carried out both internally for program implementers such as beneficiaries, TFL Korkab and the Ministry of Public Works and Public Housing as well as external parties who also supervise and evaluate as carried out by the Village Government, District Government, KPK, community leaders and so on.
