ABSTRACT Putra Sena Raflianto Perdana. 2023. Implementation of Regional Regulation Number 2 of 2018 Regarding the Management of Traditional Markets at Pasar Wisma Asri, Bekasi City. Thesis, Department of Government Studies, Faculty of Social and Political Sciences, Islamic University "45" Bekasi, Supervisor: H. Yanto Supriyatno, Drs., M.Si. The market is one of the important aspects in achieving the welfare of the people. Traditional markets experience a stagnation of progress, with various classical problems haunting them, such as cleanliness and congestion. The conditions of traders and land status are challenges that must be faced by implementers in carrying out public policies. A case study occurred at Pasar Wisma Asri, Bekasi City, and this research aims to conduct an analysis of the Implementation of Regional Regulation Number 2 of 2018 on the Management of Traditional Markets at Pasar Wisma Asri, Bekasi City, according to George C. Edwards III's framework in Haerabudin (2016:127-131), which includes Communication, Resources, Disposition, and Bureaucratic Structure. The method used in this research is qualitative with data collection techniques through observation, interviews, and documentation. The results of the study show that the Implementation of Regional Regulation Number 2 of 2018 on the Management of Traditional Markets at Pasar Wisma Asri, Bekasi City, covers: (1) Communication, where Clarity and Transmission are well received, (2) Resources, human resources still lack quality and facilities resources are not yet fully adequate, (3) Disposition, the implementers' cognition is quite good and the intensity of policy implementation response is very good, (4) Bureaucratic Structure, there is a bureaucratic structure from top to bottom as a functioning structure, and the arrangement of Standard Operating Procedure (SOP) is a complete form of the implementers' work mechanism.
