Abstract
Jalan Raya Pantura that connects Bekasi City and Bekasi Regency is the main access for community mobilization, one of which is served by public transportation in the form of inter-city transportation, namely small buses or elf vehicles with a distance of ± 15.1 km from the Bekasi terminal to the Cikarang terminal. An analysis is needed to find out the optimal number of fleets for the Bekasi - Cikarang terminal route in meeting the needs of the community. Analysis of the number of optimal fleet requirements is carried out using the Break Even Point (BEP) method which is an analytical method to find out how many fleets must be provided so that transportation service companies can benefit. The data needed to calculate BEP include load factor, vehicle operating costs (VOC), income per day and the number of existing fleets. The results showed that the number of small or elf bus fleets operating at the time of the study was as many as 80 fleets with an operating time of 5 trips/day with an operational cost of IDR 447,700.91/day. The Load Factor value is 61.7% and the average speed is 16.6 km/hour. With these data, the VOC calculation results using the Pacific Consultant International (PCI) method are Rp. 4,323,695.75/1000 km or Rp. 652,878.00/day. Based on the results of calculating the optimal number of fleets using the BEP method, it is known that the optimal number of fleets with the existing VOC is 62 units for the ongoing research period and 60 units for 2027 while the optimal number of fleets with PCI VOC is 43 units for the the research is ongoing and 41 units for 2027. The number of fleet needs in 2027 has decreased compared to the optimal number of fleet needs at the time of the research due to the prediction of the population in 2027 has decreased by -4.30% for Bekasi City and Bekasi Regency.
