Abstract

Abstract Implementation of the policy of decentralization and regional autonomy has led to various problems and new challenges. The practice of regional autonomy that is already running does not ensure local governments are able to provide quality public services to the community. In response to these objective conditions, it set a standard regarding service. In education there is a Peraturan Menteri Pendidikan Nasional Nomor 15 Tahun 2010 tentang Standar Pelayanan Minimal Pendidikan Dasar di Kabupaten/Kota as amended by Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 23 Tahun 2013 tentang Perubahan Atas Peraturan Menteri Pendidikan Nasional Nomor 15 Tahun 2010 tentang Standar Pelayanan Minimal Pendidikan Dasar di Kabupaten/Kota. Purposes of establishing a minimum service standard is to improve the quality of education. Minimum service standards is a benchmark for the performance of the education service organized by the district / city, one of which is carried out by the Regional Government of Bekasi Regency in terms of human resource development; ie teachers. By using Student Teacher Ratio can know the condition of the human resources of the teacher as well as efforts made to meet the standards. The findings of the study showed they have not met minimum service standards in terms of meeting the teacher. Therefore, there needs to be a policy regarding the fulfillment of the human resources.
