Abstract
One of the most important elements in organizational systems, including government organizations, is public service. Therefore the government as a State Civil Apparatus (ASN) must be oriented to the interests of the community in accordance with the duties and functions of providing public services accompanied by ethics as a guide in carrying out the main tasks and functions of government employees. The Bekasi district population and civil registration service is one of the government agencies that meets the needs of the community in the field of population administration, where the services provided are not sufficiently primed because there are still obstacles in it. This study aims to find out the government in implementing ethics in the implementation of public services and to find out the obstacles and efforts to overcome these obstacles. This study uses the theory of government administration ethics stating that there are 6 variables that influence the implementation of government employee ethics, namely responsibility, dedication, loyalty, sensitivity, equality, and appropriateness. This study uses qualitative research methods, with a descriptive analysis approach. From the results of the study it can be concluded that the implementation of ethics in the Population and Civil Registration Office of Bekasi Regency as a whole has been said to be good, but from each indicator there are still advantages and disadvantages of each caused by several obstacles including public awareness, non-technical factors, and human resources.
