Islamic Religious Education Study Program. Faculty of Islamic Studies. Islamic University "45" Bekasi. 2025 M/1447 H. Islamic Religious Education (IRE) learning at the junior secondary school level still faces several challenges, particularly related to the low effectiveness of student learning, which is indicated by limited activeness, participation, and understanding of learning materials. These conditions require the use of innovative learning methods that are able to actively engage students in the learning process. One approach considered relevant is the inquiry learning method, which positions students as active learners through the processes of questioning, investigating, and independently constructing knowledge. This study aims to develop the inquiry learning method and describe its implementation in improving the learning effectiveness of seventh-grade students in Islamic Religious Education at MTs Al-Muhtadin. This research employs a qualitative approach with a developmental research design. The research subjects consist of Islamic Religious Education teachers, seventh-grade students, and the school principal. Data were collected through observation, interviews, and documentation. Data analysis was conducted using descriptive qualitative analysis through data reduction, data display, and conclusion drawing and verification. The results of the study indicate that the development of the inquiry learning method is able to create a more active, contextual, and participatory learning process. The implementation of the inquiry method encourages students to be more confident in asking questions, participating in discussions, and expressing their opinions, leading to a deeper understanding of Islamic Religious Education materials. Furthermore, this method contributes to the improvement of students’ learning effectiveness, as reflected in increased student activeness, engagement, and positive responses during the learning process. Therefore, the inquiry learning method can be considered an effective alternative strategy for teaching Islamic Religious Education at the madrasah tsanawiyah level.
