Abstract

This study aims to analyze the effectiveness of the implementation of the Family Hope Program (Program Keluarga Harapan/PKH) in efforts to alleviate poverty in Kalibaru Urban Village, Medan Satria District, Bekasi City. PKH is a conditional social assistance program intended to improve the welfare of poor families through access to education, health, and social welfare services. This research employs a qualitative method with a case study approach. Data were collected through in-depth interviews, observation, and documentation involving informants from the Social Affairs Office, district and urban village officials, PKH facilitators, and Beneficiary Families (Keluarga Penerima Manfaat/KPM). The analysis of program effectiveness is based on indicators of targeting accuracy, program socialization, program objectives, and program monitoring. The findings indicate that the implementation of PKH in Kalibaru Urban Village has generally been fairly effective, particularly in helping to reduce household expenditures of beneficiaries and improving access to basic services. However, several challenges remain, including limited understanding among some beneficiaries regarding program obligations, inaccuracies in targeting data, and low participation of beneficiaries in routine meetings. Therefore, enhanced socialization, regular data updating, and strengthened coordination among relevant stakeholders are needed to ensure more optimal implementation of PKH in supporting poverty alleviation efforts.
