Abstract

This research is entitled Implementation of Public Service Policy Based on Bekasi Mayor Regulation Number 23 of 2021 Concerning Monitoring Task Force for Amendments to Mayor Regulation Number 65 of 2017 Concerning Early Detection of Basic Public Services Through the Establishment of Monitoring and Monitoring Task Force in Harapan Jaya Village, North Bekasi District, Bekasi City. The research methodology used is Qualitative method. Analysis and data collection techniques are studied through observation, documentation studies, interviews. This research uses George C. Edward III's Theory (1980; quoted by Tachjan, 2006:56-57) that policy implementation is influenced by four variables, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The results of the study indicate that the Implementation of Public Service Policies Based on Bekasi Mayor Regulation Number 23 of 2021 Concerning the Monitoring Task Force for Amendments to Mayor Regulation Number 65 of 2017 Concerning Early Detection of Basic Public Services Through the Establishment of a Monitoring and Monitoring Task Force in Harapan Jaya Village, North Bekasi District, Bekasi City is as follows: (a) Communication, not optimal due to the lack of public understanding regarding the existence and function of pamor as an extension of the Village. (b) Resources, in the resource aspect, there are limited infrastructure in the RW secretariat. The absence of supporting devices such as computers means that the administrative completion process cannot be carried out directly on the spot. (c) Disposition, quite good in the implementation of monitoring and monitoring of public services in Harapan Jaya Village has been carried out systematically, directed, and in accordance with applicable technical instructions and Standard Operating Procedures (SOPs). (d) Bureaucratic Structure. Quite good, weekly evaluations are held every Friday to review activity results, resolve problems, and improve service quality. In addition, the morning assembly every Thursday is a means of providing direction and coaching for officers in the field. However, several obstacles were encountered, including: (a) the Monitoring Task Force's direct and consistent dissemination of Bekasi Mayoral Regulation Number 23 of 2021 to the public through neighborhood association (RT/RW) forums, information boards, and the village's official social media channels, which was suboptimal. (b) the availability of adequate supporting devices (internet, computers, applications, and communication facilities) to support monitoring and supervision tasks was suboptimal. The strategies implemented by Harapan Jaya Village, North Bekasi District, Bekasi City, are: (a) strengthening active dissemination at the neighborhood association (RT) and community association (RW) levels and creating a WhatsApp group. (b) officers continue to strive to work quickly and accurately, completing tasks within the specified timeframe.
