Abstract

This study examines the leadership role of the village head in improving infrastructure development in Cibatu, Cikarang Selatan, Bekasi Regency using a qualitative descriptive approach through interviews, observation, and documentation. The analysis focused on planning, implementation, and monitoring. The findings show that although the village head’s leadership role was carried out, it was not optimal, especially regarding community participation and communication. Residents were not actively involved in planning, resulting in unmet needs being excluded from priorities, and implementation still involved unilateral decisions and communication barriers. Infrastructure development in 2024 reached about 89% of the target, with major obstacles including limited budgets, low community participation, and land-related social issues. The study concludes that transparent and participatory leadership is essential and recommends strengthening community consultations, increasing transparency in decision-making, and improving communication by village authorities.
