Abstract

Corruption is one of the serious problems that continues to hamper national development and undermine public trust in government institutions in Indonesia. The Corruption Eradication Commission (KPK), as an institution established to eradicate corruption, not only carries out enforcement functions but also has the obligation to build an anti-corruption culture by strengthening systems within the KPK. This study aims to analyse the implementation of anti-corruption policies within the KPK, the strategies used to disseminate these policies, and employees' perceptions of the effectiveness of their implementation. The study uses a qualitative method with a descriptive approach through document analysis, interviews, and observation of relevant data. The results show that the implementation of anti-corruption policies at the KPK has been carried out through strict internal control mechanisms and the strengthening of standard operating procedures (SOPs) as instruments of accountability. However, this process faces significant challenges related to the transition of employees to civil servant status, which has implications for human resource management and organisational flexibility. The socialisation strategy was carried out through a multi-channel approach, both formal and informal, to ensure the internalisation of integrity values. Employees' perceptions of this policy were generally positive, with integrity being viewed as the spirit of the institution, although there were concerns about independence and the need for more consistent leadership role models.
