Abstract
The development of information technology encourages the need for digital transformation in government administration to ensure public services are more effective, efficient, transparent, and accountable. In this regard, the Bekasi Regency Government issued Regent Regulation Number 2 of 2023 concerning the Electronic-Based Government System (SPBE), which requires all government units, including subdistricts and urban villages, to implement administrative digitalization. This study aims to evaluate the extent to which the implementation of administrative digitalization in South Tambun Subdistrict complies with the provisions of Regent Regulation No. 2/2023, identify obstacles and supporting factors, and formulate recommendations for improvement. The research method employs a qualitative approach with data collection techniques through in-depth interviews with subdistrict officials, village staff, and service users; direct observation of systems and infrastructure; as well as document reviews of policies and implementation reports. The findings show that although South Tambun Subdistrict has adopted several electronic modules such as digital correspondence services, online registration systems, and electronic archiving, there remain limitations in system interoperability, network infrastructure quality, ICT human resource capacity, and low digital literacy among residents. Several service modules proposed in the SPBE roadmap have not been fully functional and are not yet integrated into the regency system. The main supporting factors include leadership commitment, budget allocation, and staff adaptability; while obstacles include staff resistance, technical limitations, and challenges in shifting the service culture. Based on these findings, it is recommended to prepare a subdistrict digital blueprint aligned with the regency system, enhance human resource capacity through intensive training, provide equitable network infrastructure, and optimize system integration through APIs or middleware. Thus, administrative digitalization in South Tambun Subdistrict is expected to run more optimally in accordance with the spirit of Regent Regulation No. 2/2023, so that public services can become faster, more transparent, and more accountable.
