Abstract

This study is motivated by the critical role of school principal leadership in improving the quality of education, particularly in the process standard, which is one of the key indicators of the Eight National Education Standards. The purpose of this research is to explain the principal's strategy in enhancing the process standard at SDIT At-Taqwa Setu Bekasi through participatory decision-making. and to identify the supporting factors, inhibiting factors, and the impacts of this strategy. Data were collected through observation, in-depth interviews, and documentation with research subjects consisting of the principal, the vice principal for curriculum, and two teachers. A qualitative approach using a case study method was employed. The findings reveal that the principal's approach to improving the process standard was carried out in two main stages: providing adequate learning facilities and enhancing teachers' competence and capacity. This strategy was supported by teacher training, internal meetings, teacher performance evaluations, and quality-based decision-making groups (Quality Circles). Inhibiting factors included a packed school agenda and the lack of teacher motivation and discipline. Supporting factors included visionary leadership and the involvement of certified teachers. As a result of this strategy, student enrollment increased, accreditation scores improved, and student achievements both academic and non-academic- also showed growth. This study concludes that the principal's participatory decision-making approach significantly contributes to improving the quality of the educational process in the school.
