Abstract

This study examines the implementation of the Digital Population Identity (IKD) policy in Sukapura Village, Cilincing District, North Jakarta. The purpose of this study was to determine the implementation of the Digital Population Identity (IKD) policy in Sukapura Village, Cilincing District, North Jakarta. The research method used was qualitative with a descriptive approach, involving interviews, observation, and analysis. This study utilized two theories: policy implementation proposed by George C. Edward III and policy effectiveness proposed by Sutrisno. Based on the author's research results, the implementation of the IKD policy at the East Jakarta Population and Civil Registration Sub-dept. was successful and proceeded according to the planned program. This was evidenced by effective communication through outreach, the disposition of policy implementers, reflected in their high level of commitment and responsibility in overseeing the IKD policy, and the availability of adequate facilities and human resources in accordance with applicable SOPs. However, the results are still considered less than optimal, with two of the five dimensions studied showing ineffective results with a 60-40 ratio. These two dimensions are program understanding, with some residents lacking a clear understanding of how to submit documents, and the achievement of objectives, with some residents still not experiencing the ease of implementing the program. The three effective dimensions are the accuracy of targeting program participants, particularly residents of East Jakarta who have already registered for e-KTP (e-KTP), the timeliness of the required procedures in accordance with the SOP for IKD service guidelines at the East Jakarta Population and Civil Registration Sub-dept. for activation and document submission, and the existence of tangible changes, particularly in train and plane ticket verification, vehicle registration tax (Samsat) payments, and account opening at Bank Jatim, DKI, BNI, and BRI.
