Abstract

Health is an important aspect that is a priority for the development of a country, including Indonesia. One of the efforts to realize a healthy Indonesia, the Ministry of Health issued the Indonesian Minister of Health Regulation Number 8 of 2019 concerning Community Empowerment in the Health Sector. This study aims to describe the implementation of the Indonesian Minister of Health Regulation Number 8 of 2019 concerning Community Empowerment in the Health Sector in Cikarang Barat District, Bekasi Regency (Case Study: Telaga Murni Health Center). The policy implementation model used in this study is the George Edward III Policy Implementation Model, with 4 (four) variables, namely: (a) Communication; (b) Resources; (c) Disposition; and (d) Bureaucratic Structure. This study establishes a case study research design with research that focuses on one selected fact and tries to be understood as a whole by ignoring other facts. Qualitative research requires careful planning to select locations and participants and begin data collection. So it can be concluded that the recapitulation results of the 4 (four) indicators of the implementation of the policy of the Minister of Health of the Republic of Indonesia Number 8 of 2019 concerning Community Empowerment in the Health Sector at the Cikarang Barat District Health Center, Regency, include: (a) Communication, has carried out the procedure properly; (b) Resources, have been running well with competent officers; (c) Disposition, related to cadres or staff are the rights and authorities of superiors or related agencies; and (d) Bureaucratic Structure, is in accordance with SOP standards and has an official SP.
