Abstract
Violence and discrimination against female workers in the workplace remain a serious issue in Bekasi Regency. According to 2024 data from the Ministry of Women’s Empowerment and Child Protection (KemenPPA), there were 127 reported cases of violence against female workers in Bekasi Regency— the highest among regencies and cities in West Java. This study examines the implementation of Bekasi Regency Regional Regulation Number 5 of 2020 concerning the Protection of Women, with a specific focus on safeguarding female workers in the workplace. Despite the regulation’s enactment, incidents of sexual violence, discrimination, and exploitation remain high. The study aims to analyze the implementation of this regulation using the policy implementation theory of Van Meter and Van Horn, which includes six variables: policy standards and objectives, resources, characteristics of implementing organizations, communication, disposition of implementers, and socio-political conditions. This research uses a qualitative method with a case study approach. Data were collected through interviews, documentation, and observation. The findings reveal that the regulation has not been effectively implemented. The main obstacles include limited socialization, inadequate resources, weak coordination among institutions, and a persistent patriarchal culture in the workplace. Additionally, many companies have yet to comply with legal provisions. This study recommends strengthening oversight, increasing education for workers and employers, and establishing safe and responsive reporting mechanisms. Effective policy implementation is expected to foster a safe and just work environment for women.
