Abstract

One solution for government agencies to maintain the quality of public organization management is to improve the Management Information System in services, to be more effective, efficient, and fast in various aspects including this study entitled Effectiveness of SIMKAH Application Implementation in the Digital Marriage Card Program at the Bekasi City Ministry of Religion Office. This study aims to determine the effectiveness of the implementation of the Marriage Management Information System Application (SIMKAH) and Digital Marriage Card in Bekasi City. The research method used is a qualitative method. Data analysis and collection techniques are studied through literature studies, observations, interviews, and documentation. This study uses Sutrisno's theory (2007) with 5 indicators, namely: Program Understanding, Timeliness, Target Accuracy, Target Achievement, and Real Change. The results of this study are that the Ministry of Religion wants to improve the quality and performance of marriage administration services at the Religious Affairs Office, one of which is in Bekasi City by improving IT (Information and Technology)-based marriage registration services from the five indicators above showing good or quite good results. So far, the Simkah application and the Digital Marriage Card program have had a positive impact on the community, however, in implementing the application there were several obstacles that occurred at the Jatiasih KUA and Pondok Melati KUA such as: (1) Technical obstacles on the SIMKAH server which often errored; (2) Inadequate infrastructure; (3) Lack of socialization to the community regarding understanding of technology. In addition, the efforts made were: (1) The central Ministry of Religion Office provided training to the ranks of the apparatus who played a role in this Simkah application; (2) The Religious Affairs Office provided direction or assistance in online registration for people who did not understand; (3) Carrying out maintenance on facilities and infrastructure. This study found two recommendations that were suggested in running the Simkah and Digital Marriage Card programs to be more optimal, namely Academic Recommendations and Practical Recommendations.
