Abstract

The changes in education development in the 4.0 era have become the concept behind the Kampus Merdeka initiative. The Merdeka Student Exchange Program (PMM) is one of the programs launched under the Merdeka Belajar Kampus Merdeka (MBKM) policy. PMM is a learning activity outside the student's study program aimed at broadening their knowledge, gaining experience, and understanding different cultures or customs in the learning process at other universities. This research aims to analyze the implementation of the Kemendikbudristek policy in improving education quality through the MBKM policy, particularly in the Merdeka Student Exchange Program. It also analyzes the implementation of the MBKM policy, especially the PMM, in higher education institutions and investigates students' perceptions of the MBKM policy, particularly the Merdeka Student Exchange Program. The researcher examines this using a constructivist paradigm with a qualitative research method and a case study approach. Data collection techniques include observation, in-depth interviews, literature review, and documentation. In this research, purposive sampling technique is used to select relevant informants. The findings of this study show that the MBKM policy aims to create adaptive graduates through cross-program and cross-university learning experiences. The Merdeka Student Exchange Program (PMM) supports this by offering cultural and academic experiences, as well as credit recognition up to 20 SKS. Although PMM has received positive feedback from students, administrative challenges and the need for additional support remain. Improvements in administration and funding are needed to enhance the effectiveness of this program. Keywords: Independent Learning Independent Campus, Free Student Exchange
