Abstract

Health insurance is a crucial aspect in improving the health status of the community. The success of health insurance implementation in a country depends on various factors, including healthcare services, human resources, budget, and regulations. Therefore, it is essential to create synergy among all these factors to ensure effective implementation of health insurance. This study aims to analyze the implementation of the Mayor of Bekasi Regulation Number 115 of 2016 regarding regional health insurance services for underprivileged families. The research employs the policy implementation theory by Van Meter and Van Horn, which states that there are six variables influencing policy implementation: standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication and strengthening activities, attitudes of implementers, and economic, social, and political conditions. This study utilizes a qualitative research method with a descriptive analytical approach. Findings indicate that despite established regulations, there are several obstacles in implementation, such as a lack of socialization, budget limitations, and disparities between the number of underprivileged residents and service users. This research recommends enhancing communication and coordination between the Health Office$ and the community, as ell as conducting periodic evaluations of the$ program's implementation to ensure better access for underprivileged families in Bekasi City.
