Abstract

This Study is entitled Implementation Of Government Regulation Number 11 of 2021 concerning Village-Owned Enterproses in Srimahi Village, Tambun Utara District, Bekasi Regency. The purpose of the study was to determine how the Implementation of Government Regulation Number 11 of 2021 concerning Village-Owned Enterprises in Srimahi Village, Tambun Utara District, Bekasi Regency. This study uses the implementation theory of Van Metter and Van Horn in Agustino (2016). The methods uses are interviews, observations, literature studies and documentation. The results of the study indicate that the implementation of the BUM Desa program has generally been running well. The implementation analysis is as follows: (a) Standards and Policy Targets and Policy Objectives. In the aspects of Standards and Policy Targets and Policy Objectives, it show that the socialization of BUM Desa policies is still minimal, while BUM Desa guidelines and BUM Desa targets and achievements where the preparation of BUM Desa SOPs is still lacking and BUM Desa Guidance is not yet optimal; (b) Resources. In this aspect, the quantity and budget are still minimal, the method of appointing and selecting HR is based on the BUM Desa leadership metting. The allocation of the BUM Desa budget IDR 120,000.000 capital participation to be managed, with the use of socialization, training according to their fields. There is training, comparative study education and technical guidance for BUM Desa HR on a regular basis; (c) Characteristics of the Implementing Organization: in this aspect, the formation of BUM Desa management still lacks openness of public information to the community to find out about the BUM Desa program and the lack of understanding in utilizing business potential in their village to be developed through routine monitoring and reporting (d) Inter-Organizational Communication and Reinforcing Activities. in advancing the implementation of the BUM Desa program through BUM Desa partnership cooperation with BRILink from BJB, to make it easier for the community to access banking services, (e) Attitude of the Implementers. In this aspect of attitude, it is necessary to improve socialization and coordination to be able to develop BUM Desa businesses through Management Mettings, and holding socialization of all stakeholders, in weekly mettings supported by Village Head regulations and the preparation of AD/ART and Raperdes; and (f) Economic, social and Political conditions. In this aspect, there is minimal coordination with the community. So in this coordination, the implementation is still minimal, the influence of economic, social and political conditions in the implementation process of BUM Desa in Srimahi Village, Tambun Utara District, Bekasi Regency, is still not optimal. The obstacles in the implementation process of the BUM Desa Program are (a) Minimal Capacity and Competence of Human Resources; (b) Socialization of regulations on Village-Owned Enterprises that are not yet optimal; (c) Absence of Operational Standards related to BUM Desa regulations, technical instructions and SOPs for BUM Desa Srikandi Srimahi, Tambun Utara District; (d) Limited BUM Desa Budget; and (e) No Shared Understanding in BUM Desa Management. The strategis implemented by BUM Desa in srimahi Village to Overcome existing obstacles are (a) Increasing Cooperation and Partnership with the Business World and Industry World (DUDI); and (c) Increasing Community Participation.
