Abstract

Observations indicate that the Village Consultative Body (BPD) of Kertarahayu Village has not effectively carried out its supervisory duties regarding the performance of the village head. This serves as the motivation for this study. The purpose of this research is to evaluate how effective the supervisory function of the BPD is in monitoring the performance of the village head, identify obstacles that hinder the supervision, and explore the measures taken to overcome these obstacles. This study employs Handayaningrat's (2001) theory, which outlines five characteristics of supervising the performance of village heads: (1) supervision must be related to established plans, (2) supervision must focus on the people involved, (3) supervision must have the ability to detect errors, (4) supervision must be objective, and (5) supervision must lead to improvement. The research uses a descriptive analysis approach, collecting data through interviews, questionnaires, and observations. Questionnaires were distributed to the residents of Kertarahayu Village, Setu Sub-district, Bekasi Regency, as well as to village officials. According to the study’s findings, the implementation of BPD’s supervisory function regarding the performance of the village head has not fully met the criteria for effective supervision. Based on the respondents’ recapitulated responses, the supervision received a score of 76.25% and was categorized as “good.” However, several obstacles were identified, such as the absence of a technical plan for village governance implementation, limited administrative staff at the BPD office, and a lack of technical knowledge and skills among the BPD Chairperson and Members in carrying out supervision. The BPD has addressed these issues by developing technical documents on village governance implementation, providing training for administrative staff, and offering opportunities for the BPD Chairperson and Members to enhance their capacities and skills through training, education, and workshops relevant to supervising the performance of the village head. These training programs are provided by both internal BPD initiatives and external programs.
